Preferences → Network → uncheck “Listen for remote operation”
This allows you to open multiple instances of JabRef
which Version are you using? In older versions it was under general

I think this was a bug at some point. The latest version is 5.15

You found the checkbox? Did you restart JabRef afterwards?
You can start JabRef twice now
I can’t find the Remote operation checkbox. I have restart it many times. Do I have to restart the system?
Here is where you can find the checkbox (File->Preferences->General tab)
My attempt: On trying with the checkbox unchecked, I am successfully able to open another JabRef instance and open a new .bib file there.
